It seems to me that boring landscape photography is created by boring landscape photographers.. Wankers with cameras, seeking fame and fortune on social media clap-trap "sharing" sites. The work is boring because they put little to no effort into the skill acquisition the art demands.

But then, it is important to realize that there is a lot more chaff than wheat.
